Introduction
Attention all participants enrolling in Level 3 Asset Access
If you have not undertaken Level 2 Asset Access training during Calendar year 2017, ElectraNet require that you undertake the Level 2 course prior to attending the Level 3 course.
The content of both the Level 2 and Level 3 courses has been updated to incorporate the new permit system that was introduced by ElectraNet commencing November 02, 2015.
In particular, the Level 3 curriculum builds on the knowledge of permits introduced in Level 2. This base knowledge is essential to establishing a solid understanding of concepts such as the Recipient in Charge role covered in Level 3.

The Asset Access Manual is scoped to cover the following Assets:
- Substations / Switchyards
- HV transmission towers and lines
- Easements and property access
- Telecommunication sites and towers
- Occupied Sites
Curriculum
The Course curriculum covers the contents of the Asset Access Manual and includes the minimum requirements for access as well as the authorisations and protocols designed to ensure all employees and contractors may work safely near and around HV plant and equipment.
Advanced Access (formally known as Level 3)
Advanced Access is required to perform the following specialised roles (additional requirements and endorsement may also be required):
- Safety Observer – is required for the observing and warning against unsafe approach to overhead power lines and plant, or other unsafe conditions. A Safety Observer is required for all work where there is a potential to breach Approach Limits.
- Authorised Recipient – is required for a non-Category 2 Switching Licence to hold a HV Access or Test Permit as the Recipient in Charge. Recipient in Charge is responsible for access to the Work Area for any proposed work or testing in addition to any and all personnel under the control of that permit.
- Authorising Officer is required to authorise site entry for unendorsed contractors. Note – Advanced Access is a prerequisite to achieving this role and will require separate authorisation.
Please note that prior to being accredited as a Safety Observer by the Responsible Manager, the person must perform a minimum of 15 hours of field supervised Safety Observer duties under the supervision of a currently accredited Safety Observer. The Safety Observer shall be required to be accredited and assessed individually for both overhead AND underground elements. This means 15 hours for each element. It may be combined if the tasks undertaken and observed contain both elements
Licensing
At the completion of the course, you will be issued with a license once your AAM07 application form has been submitted and processed by ElectraNet or SA Power Networks.
Targeted Audience
The intended audience for Asset Access training is as follows:
- ElectraNet and SA Power Networks contractors and employees who work on or near ElectraNet or SA Power Networks owned or shared Assets;
- Members of the public who work near ElectraNet or SA Power Networks owned or shared Assets.
Completion of the Asset Access training course is mandatory for those wishing to carry out work on ElectraNet and shared sites.

The Course includes a written assessment to confirm the understanding of the participant on the requirements of the Asset Access Manual.
